The smoking rules in Korea come in three layers, and the English guides that print a single list are describing the bottom one. National law bans smoking in the buildings and places it names. Seoul’s ordinance adds the pavement around every subway entrance and the bus stops in the middle of the road. A district can add its own on top. The fine at every layer runs up to 100,000 won.
Since 24 April 2026, all of it applies to vapes running on synthetic nicotine, which used to sit outside it.
Where is smoking banned in Korea, and what is the fine for smoking in Korea?
Smoking in a no-smoking area carries a fine of up to 100,000 won under the National Health Promotion Act, articles 9(7) and 34(3). The health ministry’s release says the ban covers every tobacco product in a no-smoking area, vapes included.
| Layer | Where it bans smoking | Fine |
|---|---|---|
| National law | Buildings and places the act lists, indoor sports facilities of any size among them | Up to 100,000 won |
| Seoul ordinance | 10m from every subway entrance, centre-lane bus stops, Gwanghwamun Square | 100,000 won at subway entrances |
| District (Jongno example) | 10m around 21 taxi stands, from 1 April 2026 | 100,000 won |
The national list is long and mostly indoors. The city and district layers are the ones that catch visitors, because they are outdoors, on ordinary pavement, and the only warning is a sign.
Jongno, the district around Gyeongbokgung and Insadong, gives a sense of the scale. Jongno’s own figures, reported by Herald Economy, put its no-smoking areas at 10,731 as of 30 November 2025, of which 119 fall under the Seoul ordinance: subway entrances, centre-lane bus stops and Gwanghwamun Square among them. The district then designated 25 more from 29 December 2025, 21 of them the 10m around taxi stands, and ran three months of warnings before fines began on 1 April 2026.
Is it illegal to vape in Korea? Since April 2026, it counts as smoking
Vaping is legal in Korea, but since 24 April 2026 a vape running on synthetic nicotine is tobacco in law, and every no-smoking rule above applies to it. Before that date, liquids made from synthetic rather than tobacco-leaf nicotine sat outside the Tobacco Business Act, which is the loophole the Korea Times reported in March would close on 24 April. It has closed, so treat anything you have read about vaping in Korea dated before April 2026 as a description of the old law.
The law took effect on 24 April everywhere; the grace period is where Seoul and the ministry part ways. The JoongAng Daily reported Seoul’s plan as a grace period running only to 23 April, with a joint city and district team inspecting from 24 April to 15 May. The health ministry’s release of 23 June 2026 tells a different national story. It says the ministry ran a two-month grace period from 24 April, that the grace period ended on 23 June, and that public health centres across the country would then run three weeks of concentrated inspections, from 24 June to 15 July. The Korea Times report of the change mentions no grace period at all.
Both of those windows have closed, so the ministry’s grace period is no longer something a vaper in a no-smoking area can lean on.
The objection the English news left out
The law applies to liquid that left the factory or was declared at import on or after 24 April 2026. Herald Economy reported the ministry’s answer to the obvious problem with that, from a question-and-answer note the ministry sent to local governments: an inspector cannot tell on the spot what is in a liquid. So a fine is not imposed if the smoker can show the nicotine liquid was released or imported before the law took effect, and people are to be given the chance to object and make that case afterwards.
This is the awkward corner of the rule. A liquid carried into Korea now was imported after 24 April, so the objection cannot cover it however old the bottle is. It is a defence for stock that was already in the country before the law changed, which in practice means residents.
Smoking in Korea on the street: the city and district layers
On an ordinary street in Korea smoking is allowed, and this page found no national law against smoking while walking. What fines people on the street is walking into a zone a city or district has drawn.
Seoul’s subway rule is the oldest of these and the one most visitors meet. The city made the 10m around every subway entrance a no-smoking area from 1 May 2016, after surveying all 1,662 entrances, and began fining 100,000 won from September 2016 after four months of warnings. Ten years on, the Stars and Stripes guide to the vaping change, read for this page, did not mention it.
The centre-lane bus stops are the second trap. They are islands in the middle of the road, which makes them look like nobody’s property, and the Seoul ordinance covers them. They are also where most visitors wait for the blue city buses, the ones where a T-money card costs the same as cash.
Districts can go further than the city. Jongno’s taxi stands are one example rather than the full set, and no English list of the district zones turned up while researching this page.
How to get a smoking fine in Korea reduced or cancelled
A smoking fine in Korea can be cut by half or cancelled, under a rule in force since 4 June 2020, but only if you apply within the 15 days you are given to respond to the fine. Completing a cessation class of at least three hours halves it. Completing a cessation programme cancels it, and every such programme runs for months.
Guro district’s public health centre prints the requirements in full:
| What you complete | What happens to the fine |
|---|---|
| Online class, 3 hours, within 1 month of applying | Halved |
| Health-centre clinic, registered 3 months, 4 face-to-face sessions | Cancelled |
| Quitline (1544-9030), 100-day programme | Cancelled |
| Hospital camp of 5 days, then registered 3 months | Cancelled |
Anyone who has had the reduction twice in the past two years, or who is behind on a fine, is excluded, and the reduction cannot be stacked on the early-payment discount for administrative fines. Every route that cancels the fine takes at least three months, which a visitor on a short trip will not be in the country to finish; the class that halves it is the one a visitor can actually use.
What is the legal smoking age in Korea?
The legal smoking age in Korea is 19: the Youth Protection Act bars tobacco to anyone under 19 and sets the same line for alcohol. The provincial page that lists it gives no separate rule for foreign visitors. The Korea Times framed the synthetic-nicotine change as a youth measure, reporting a youth vaping rate of 2.9 percent in 2025, close to the 3.3 percent for cigarettes. The ministry’s release adds that a cigarette vending machine may only stand in a place under-19s cannot enter, inside a shop, or in a smoking room, and must carry an adult-verification device.
What is not checked here yet
The fine, the vape rule, the grace period, the inspection dates, the objection for pre-April liquids, the fine reductions and the Seoul and Jongno zones all come from the ministry’s release and Korean reporting, read on 13 October 2026. The national list of no-smoking places is on the easylaw page, which was written in 2017, so its list is a 2017 reading with any later additions not shown.
Update, 14 October 2026: this section first said the duty-free allowance for tobacco and vape liquid was not checked, because only travel blogs gave a figure. The customs service’s own pages have since been read, and the page on bringing a vape into Korea has the allowance, including the rule that only one type of tobacco is duty-free.
Also not confirmed is whether any Korean city bans smoking while walking outright; no national rule was found. How the year you turn 19 is counted for tobacco is not on the source cited here either.
If you have been fined under one of these rules, or found a district list in English, the contact page is where that goes, and the page will be corrected with the date.
Questions people actually ask
- Is it illegal to vape in Korea now that synthetic nicotine counts as tobacco?
- Vaping is legal in Korea, but a vape is treated as tobacco wherever smoking is banned, and since 24 April 2026 that includes liquids made from synthetic nicotine, which used to sit outside the law. Using one in a no-smoking area carries the same fine as a cigarette, up to 100,000 won. The health ministry ran a national grace period that ended on 23 June 2026, so that grace period no longer applies anywhere.
- What is the fine for smoking in Korea, and can it be reduced?
- The national fine for smoking in a no-smoking area is up to 100,000 won, and Seoul at its subway entrances and Jongno district at its zones charge a flat 100,000 won. Since 4 June 2020 the fine is halved if you complete an online cessation class of three hours, and cancelled if you complete a cessation programme, such as three months at a health-centre clinic or the 100-day quitline programme. Either way you have to apply within the 15 days given to respond to the fine. Anyone who has had the reduction twice in two years, or is behind on a fine, is excluded.
- What's the legal smoking age in Korea for a foreigner?
- The Youth Protection Act bars tobacco and alcohol to anyone under 19, and the provincial page that lists the limit gives no separate rule for foreign visitors. The health ministry adds that a cigarette vending machine may only stand where under-19s cannot enter, inside a shop, or in a smoking room, and must carry an adult-verification device.
- Can I vape outside in Korea, on the street?
- On most streets, yes, but not at the places a city or district has designated. In Seoul that includes the 10m around every subway entrance and the bus stops in the centre lane, and in Jongno district the 10m around 21 taxi stands since 1 April 2026. A vape counts the same as a cigarette at all of them.
- Walking and smoking in Korea: is that banned by law?
- This page found no national law that bans smoking while walking as such, and it has not been confirmed either way. What gets people fined is walking through a designated zone, such as a subway entrance or a centre-lane bus stop in Seoul, rather than any rule about walking.
