Korea customs declaration: a discount, not a confession

Hwang, J. (2026). Korea customs declaration: a discount, not a confession. Korea, Verified. https://koreaverified.com/korea-customs-declaration/ (checked 15 October 2026)
A Korea customs declaration is only for travellers carrying something that has to be declared, and for most arrivals that is nothing. If your goods are inside the US$800 duty-free allowance, you fill in no form and walk through the Nothing to Declare lane. If they are over it, declaring them costs less than being found with them.
Who needs a Korea customs declaration, and how do you file it?
The Korea Customs Service lists who has to declare, and Incheon Airport Customs lists how. Both pages show no date and were read on 15 October 2026.
| You are carrying | What to do |
|---|---|
| Nothing over the allowances | No form. Nothing to Declare lane |
| Goods over the US$800 allowance, gifts included | Declare: app, web or paper form, then the Goods to Declare lane |
| Foreign currency over US$10,000 | Declare in person |
| Commercial goods, samples, goods for repair | Declare |
| Goods needing quarantine | Declare in person |
The rule that only those with goods to declare file anything has applied since 1 May 2023. The Korea Customs Service counted that 98.8% of arrivals in the following year had nothing to declare and filled in nothing.
Gifts count. Incheon Airport Customs says goods received as a present abroad are part of the allowance like anything you bought, so a watch somebody gave you is the same as a watch you paid for.
Why declaring at Korean customs is a discount
Declaring cuts the tax by 30%, up to 200,000 won. The cap is in the Customs Act itself, Article 96(2), and Incheon Airport Customs prints it. The Korea Customs Service’s main traveller page states the 30% with no cap, and so does its English page, so a reader of either would expect 30% off any bill. Treat 200,000 won as the most the reduction can take off.
For most travellers the 30% comes off more than the customs duty. Article 96(2) says that for goods taxed at the simplified traveller rate under Article 81, the reduction is 30% of the tax worked out at that rate, and Article 81 builds that single rate from customs duty and the domestic taxes together.
The cap only matters on a large purchase. 30% reaches 200,000 won when the tax itself is about 667,000 won , so below that, declaring takes the full 30% off.
Read the other side of the same page. A traveller who does not declare and is found pays a penalty of 40% of the tax due, rising to 60% for the second time within two years, and Incheon Airport Customs adds that the goods can be confiscated. So the gap between declaring and being found is wider than 30%: the declared bill loses up to 30%, and the found one gains 40% with no cap.
How does the Korea customs declaration app work?
The app is the Korea Customs Service’s Traveller Customs Declaration (여행자 세관신고). You enter the taxable goods, the app produces a QR code, and the QR code is scanned at the declaration section of the arrival hall. The customs duty bill arrives on the phone and can be paid there. Tobacco is the exception: its tobacco consumption tax and local education tax are paid through WeTAX, the local tax app, according to the Korea Times.
The Korea Times reported in July 2023 that the app runs in Korean, English, Chinese and Japanese. The Korea Customs Service says it widened the service to airports and seaports nationwide in August 2023, after it had run at only some airports. Three kinds of goods still go through the old in-person procedure: foreign currency, goods claiming a free trade agreement rate, and goods needing inspection or quarantine.
Uptake is low. The Korea Customs Service’s own count was about 51,000 mobile declarations between August 2023 and its review of May 2024, a usage rate it put at about 13%.
Can I do the Korea customs declaration online, or on a paper form?
Both. Incheon Airport Customs lists a web version at m.customs.go.kr/tms next to the app, so the Korea customs declaration online needs no install. The web page opens with the same four languages as the app.
The paper Korea customs declaration form still exists for travellers with goods to declare, and Incheon Airport Customs offers it as a download on its Korean-language traveller page. The Korea Customs Service’s traveller page names both routes in one line: the form, on paper or mobile.
This is not the e-Arrival card. That is an immigration form with its own rules, and the e-Arrival card page covers who needs it. Customs is a separate desk with a separate question.
What is the Korea duty free limit, and the limit for alcohol?
The general Korea duty free limit is US$800 per person, counted on the total value of what you carry. Alcohol, tobacco and perfume have their own allowances outside that figure, for travellers aged 19 or over.
| Item | Duty-free allowance |
|---|---|
| General goods | US$800 in total |
| Alcohol | 2 litres in total, worth US$400 or less |
| Perfume | 100ml |
| Cigarettes | 200 |
Farm, livestock and fishery products are not a separate allowance. They count inside the US$800, with their own ceiling within it: 5kg per item, 40kg in total, and 100,000 won of overseas purchase price. Medicine works the same way: it counts inside the US$800 rather than beside it, and the page on bringing medicine to Korea covers its own quantity limit and the drugs that need a permit.
Under 19 there is no alcohol or tobacco allowance, counted by year of birth. Tobacco also comes with a one-type rule that the customs pages cited here do not print, and the vape and cigarette page sources it from the customs call centre and the government’s legal guide.
What changed for travellers in the second half of 2026
Two rules changed, according to the Korea Customs Service’s list of changes for the second half of 2026 as reported by Newsis on 31 July 2026. Newsis dates the first to July; it gives no start date for the second.
Exchanging duty-free goods got easier from July 2026. Before, swapping something bought at a duty-free shop abroad meant declaring it on arrival and collecting the replacement on your next departure. Now an exchange for the same item within the US$800 allowance needs no declaration on arrival, and the replacement can be collected at a duty-free shop in Korea or sent by delivery or post. Goods over the allowance can be exchanged in Korea too, if they were declared and taxed on arrival.
Returned goods no longer need a pay-then-refund round trip. If you declared an item and then return it, you can ask customs to cancel the tax before the payment deadline, provided you have not paid yet. If you already paid, the refund route still applies. The bank accounts for paying traveller duty also went from one bank to three.
What is not checked here
The allowances, the 30% reduction and the penalty come from Korea Customs Service pages that show no date, read on 15 October 2026. The 200,000 won cap and the simplified-rate rule come from the Customs Act in the version in force from 2 January 2026, read through a copy of the statute because the national law site did not load on the day. The Korea Trade Commission’s English translation of the Act, a 2023 version, prints the same 200,000 won cap.
Not checked: whether the app or web form accepts a declaration before the plane lands, since no customs page cited here gives a time window, so plan on filing it after landing. The July 2026 changes are taken from a news report of the customs release, not the release itself. The 13% uptake figure is from 2024, so treat it as a 2024 reading. Which goods sit outside the simplified traveller rate is set by presidential decree, which was not read, so a traveller with unusual goods should expect the 30% to be worked out on the customs duty alone.
For a VAT refund on what you buy in Korea before you leave, the airport kiosk page covers which counter does what. If a customs officer applied the reduction differently from this page, tell me and the page will say so with the date.
Questions people actually ask
- Do I need to fill in a Korea customs declaration form?
- Only if you are carrying something that has to be declared. Since 1 May 2023, a traveller with nothing to declare fills in no form and walks through the Nothing to Declare lane. A form is needed for goods over the US$800 duty-free allowance, foreign currency over US$10,000, and goods that need quarantine.
- How does the Korea customs declaration app work?
- The Korea Customs Service app, listed as Traveller Customs Declaration (여행자 세관신고), takes the goods you are declaring and produces a QR code. The QR code is scanned at the declaration section of the arrival hall, and the customs duty bill arrives on the phone, where it can be paid; tobacco taxes go through the WeTAX app instead. The app runs in Korean, English, Chinese and Japanese.
- Where is the Korea customs declaration QR code scanned?
- At the goods declaration section of the arrival hall, after baggage claim. The Korea Customs Service app produces the QR code once you have entered the taxable goods. Foreign currency, goods claiming a free trade agreement rate, and goods needing inspection or quarantine still go through the in-person procedure.
- Can I do the Korea customs declaration online instead of the app?
- Yes. Incheon Airport Customs lists a web version at m.customs.go.kr/tms alongside the Traveller Customs Declaration app, and the page opens in Korean, English, Chinese or Japanese. The paper form also still exists for travellers who have goods to declare.
- What is the Korea duty free limit for alcohol?
- Two litres in total, worth no more than US$400, for a traveller aged 19 or over. That alcohol allowance sits outside the general US$800 allowance, according to the Korea Customs Service. Perfume has its own 100ml allowance on the same basis.
